THE Czech Republic is looking to hire more overseas Filipino workers (OFWs) in a bid to address its persistent labor shortage woes, the Department of Migrant Workers (DMW) said. In a statement, the DMW disclosed how the Czech Republic has recently increased its quota for migrant workers including OFWs. "The application quota for Filipinos seeking business visas or employment cards has been raised from 5,000 to 10,300," said the DMW. "Similar increases are planned for highly skilled applicants from various countries," it added. Records show that there are around 7,000 OFWs who are currently employed in the Czech Republic. And with more OFWs projected to be deployed in the Central European nation, the Philippines and the Czech Republic have signed a Joint Communiqué on the establishment of a labor consultation mechanism. "The Joint Communiqué reaffirms the commitment of both nations to nurture a relationship grounded in the recognition of the rights and duties of Filipino workers and their employers in the Czech Republic," said the Department. "It seeks to ensure the full observance of the rights of Filipino workers following Czech legal standards, while also respecting the interests and laws of both countries," it added. In particular, the agreement provides for the identification of sectors for Filipino worker employment in the Czech Republic; and the affirmation of transparency and adherence to ethical principles, laws, and regulations in the recruitment and employment of Filipino workers. The pact also mandates the exploration of mechanisms for regular consultations on employment conditions and procedures for Filipino citizens in the Czech Republic; and the commitment to fair, ethical, and equal treatment of Filipino workers, along with the development of preventive measures to safeguard their rights and protections. Gwendolyn Garcia on Thursday, Feb. 29, 2024, to present the “Metro Cebu Urban Transport Master Plan.”Cebu used to have a railway system that connected Argao in the south to Danao in the north, but it was severely damaged during the Second World War.After the meeting, Batan explained to reporters that the project is still in the pre-planning stages. He said they don’t have any concrete timeline, estimated costs or source of funding. The plan is to build a 67.5-kilometer underground passenger railway line or subway system that will connect Carcar City in the south to Danao City in the north.Batan said this will be similar to the ongoing construction of the 33-kilometer Metro Manila Subway in the National Capital Region.PartnershipDuring the discussion with the governor, the idea of implementing the project through a public-private partnership (PPP) at the local government unit (LGU) level was brought up.“We are excited about the possibility of another first: potentially the first subway that will be entirely financed by the local government through various funding strategies and without requiring national government funding,” Batan said.Under the Metro Cebu Urban Transport Master Plan in 2019, Batan said the railway-based transport backbone was identified as a crucial transportation system to address Cebu’s growing need for mass transit.“The beauty of the subway as first seen in the subway in Metro Manila is that between stations, we are tunneling underground and people don’t even know that we are already building underground, and that is what we are planning to do in Cebu,” he said.According to the DOTr’s presentation during the meeting, the proposed subway system aims to reduce traffic congestion and travel time, improve interconnection and passenger and commuter service, increase climate resiliency, and provide a more accessible public transportation for vulnerable groups and persons with limited mobility. The masterplan has two phases: Phase 1 will be the Urban Mass Rapid Transport (UMRT) Central Line that will connect Danao City, Compostela, Liloan, Consolacion, Mandaue City, Cebu City, Talisay City, Minglanilla Naga City, San Fernando and Carcar City.Phase 2 will be the UMRT Coastal Line that will connect Talisay City, Cebu City, Mandaue City and Lapu-Lapu City. The Metro Cebu Urban Transport Master Plan was completed in 2019 and was formulated by the Japan International Cooperation Agency.According to a post on the Facebook page of the Cebu Provincial Public Information Office on Thursday, Garcia proposed to the DOTr delegates to allow Cebu LGUs to take on the implementation of the proposed project, while the DOTr will maintain supervisory control. The report added that the Provincial Government shall introduce the project to private firms through its Economic Enterprise Council (EEC) for a possible PPP collaboration, subject to the rules and regulations set by law. With the LGU implementing the project, the necessary permits and the cooperation of the LGUs involved will certainly expedite the execution and completion of the proposed subway project. / EHP

Gambling in the Philippines 2023 – the Latest Trends

ASIDE from wanting the Cebu South Bus Terminal (CSBT) to transfer to another location, Cebu City Mayor Michael Rama also wants the offices of the Bureau of Fire Protection (BFP) 7 and the Land Transportation Office (LTO) 7 to move out of the area.In an interview on Friday, March 8, 2024, Rama said he wants to convert the area into a medical arts, wellness and command center that will feature diabetic, heart and cancer centers. He said he has instructed City Administrator Collin Rosell to address the matter.Rama said everything will be taken care of, adding that his term will end in 2031, but he did not elaborate.“I wish it could be something that can be addressed and can be put to work or (bring) it all to ground zero,” he said. The CSBT and the BFP 7 and LTO 7 offices are located along N. Bacalso Ave. where the first package of the Cebu Bus Rapid Transit project is being implemented. The first package covers a distance of 2.38 kilometers and runs from the CSBT to the front of the Capitol building along Osmeña Blvd. The mayor earlier asked the CSBT to relocate to the South Road Properties (SRP) to accommodate ongoing civil works of the project. On Friday, however, he said the Provincial Government, which operates the CSBT and owns the lot it sits on, should be responsible for finding a suitable location. He said the City is willing to assist, but the Provincial Government should not dictate the process.Rama reiterated his stance that terminals should not be located within the city center, but rather in the farthest areas to the north, south, west and east.In an interview on Thursday, March 7, City Councilor James Anthony Cuenco, chairman of the committee on transportation, said the transfer of CSBT would be feasible only if officials agreed among themselves instead of reacting negatively.Cuenco said Gov. Gwendolyn Garcia was “amenable” to the idea of transferring the CSBT to SRP last year, but that was when Rama and the governor were still on good terms.“Ill-timed man gud (Rama’s call is ill-timed) because they started quarreling with each other. Nindot unta to last year kay hapsay pa ang relasyon (The move should have been made last year when the relationship was still smooth),” he said. He said that even if the mayor ordered the council to pass an ordinance for the establishment of a new south bus terminal at the SRP, the Provincial Government might be unwilling to transfer. He said the City cannot evict the CSBT because the land it sits on is owned by the Province. He also pointed out that the Province has the proper permits, with which the City cannot simply revoke without just cause.Cuenco also said the transfer of the CSBT is “easier said than done,” adding that infrastructure is also needed before transferring to the SRP.He said if the City Government builds a new terminal, it cannot be a so-and-so facility. “Dili pwede nga basta-basta lang nga terminal. It has to be better than the existing because we are not just a sixth-class municipality. We are a first-class city,” he said.Cuenco said that if the terminal is transferred to the SRP, public utility vehicles (PUVs) will need to be rerouted so commuters can get there. As of press time, the City’s Local Public Transport Route Plan (LPTRP) has not yet been approved. The LPTRP details the route network, mode and required number of units per mode for delivering land transport service, which shall be the minimum requirement prescribed for the issuance of PUV franchises. With regard to the legality of the transfer, Cuenco said that will also take time, especially if there is an opposing party. He said there is no “unilateral direction” in solving issues due to different stances. He said the solution has to start with not just a dialogue between the mayor and the governor, but also between the council and the Provincial Board. / AML Sports Philippines Sports News Updates and Stories
